Indian Post & Telecommunication Accounts and Finance Service Indian Post & Telecommunication Accounts and Finance Service (I P & T AFS) Group 'A' was constituted in 1973. It is an organized Accounts and Finance Service and caters to the Department of Telecom & Department of Posts. This position carries with it a definite responsibility for posting in throughout the country.

What are the eligibility conditions?

The eligibility criterion for the Indian P & T Accounts & Finance Service exam is the same as for other civil services. So, if the candidate emerges successful in qualifying the civil services and thus gets an allotment to the service according to their rank, he/she would have to go for a special training session.

What kinds of training are offered?

The selected candidates are given training in the Foundation Course from the Lal Bahadur Shastri National Academy of Administration in Mussoorie. Later a complete training session in the financial management at the National Institute of Financial Management, Faridabad, for a period of 48 weeks is offered. Besides, several sessions about organized accounts and finance services are given. The last stage of training is at the advanced level telecom training centre at Ghaziabad with a focus on postal and telecom functioning and rules. After these training programs, the officers would be able to handle posts in the Departments of Telecom and Posts, TRAI and a number of PSUs under the control of Communications Ministry.

What are the duties and responsibilities of the service ?


Some the primary duties are :

  1. Assessment and Collection of License fee and Spectrum usage charges paid by Telecom Licensers.
  2. Spectrum Auction.
  3. Policy making in Department of Telecommunications and Department of Posts.
  4. Financial Management of Department of Posts and Department of Telecommunications.
  5. Internal Audit of Department of Telecommunications and Department of Posts.
  6. Accounting of Department of Posts and Department of Telecommunications.
  7. Pension Management of DoT, DoP, BSNL and MTNL.
  8. Human Resourse Development and Capacity Building of IP&TAFS, Group 'A'.
